SWPPP Management Program

* Stormwater Pollution Prevention Plan (SWPPP):   Drafting a plan which includes narrative information describing how the requirements in Permit Parts III through VIII are met, site map(s), an identification of construction/contractor activities that could cause pollutants in the stormwater and a description of measures or practices to control these pollutants.


* Maintaining an Updated SWPPP: The SWPPP will be revised as necessary during permit coverage to reflect current conditions and to maintain accuracy if there are changes in the design or construction of the project.


*Posting SWPP Review and Making SWPPP’s Available: Post the authorizing information at a conspicuous location near the main entrance of the construction site. The SWPPP will be made available locally to the Department or any other federal, state or local authority having jurisdiction over the project at any reasonable time.


* Sediment Control BMP’s:  Install and maintain structural BMP’s to divert flows from exposed soils, store flows, or otherwise limit run off and the discharge of pollutants from exposed areas of the site to the degree attainable.


* Erosion Control/Stabilization BMP’s: Install and maintain temporary and permanent erosion control and stabilization BMP’s.


* Non Structural BMP’s: Good Housekeeping, Fueling Maintenance Areas, On-site and Off-site Material Storage and Concrete Washout, etc.


* Inspections
:  All inspections to be completed by qualified personnel and is a Certified Erosion Control Coordinator, (ECC) and Certified Comprehensive Dust Control (DCC).


* Routine Inspection Schedule: Inspections are performed at the site to ensure BMP’s are functional and that the SWPPP is being properly implemented once every 7 calendar days OR the site will be inspected a minimum of once every 14 calendar days, and also within 24 hours of the end of each rain event of .05 inches or greater.


* Inspection Reports and Documentations: Construction Site Inspection Log, ADEQ Construction SWPPP Specification List, Site Maps and/or Plan Sheets, Soils Data/Discharge Data (if applicable) Sediment and Erosion Control Plan BMP Detail Sheet, Grading and Stabilizing Record, Compliance Evaluation Report, BMP Maintenance and Repair Documentation.


* Retention of Records:  Copy of the SWPPP’s and all permitting documentation including records of all data used to complete the NOI will be retained for three years. Inspection records and records of any follow up actions taken as part of the SWPPP will also be retained for three years.
